/></section><section><span>“我把3.8万元现金送给王明亮的时候，他很激动，对我说了几声谢谢，就把钱收下了。”药商梁某供述王明亮第一次收受贿赂的情形。从此，王明亮开始了他的贪腐之路。</span></section><section><br /></section><section><span>王明亮曾担任云南省勐腊县人民医院院长，也被当地群众称为外科“一把刀”，光环之下的王明亮一边标榜自己是一名久经考验的共产党员，一边在贪腐路上不甘止步，处心积虑地销毁证据、订立攻守同盟，直至被移送审查起诉，仍拒不书写忏悔反思材料，其初心使命早已随着对利益的追逐荡然无存。</span></section><section><br /></section><section><span><strong>刷新西双版纳州查处贪腐案金额纪录</strong></span></section><section><br /></section><section><span>1998年，刚满34岁的王明亮开始担任院长职务，这一干就是18年。</span></section><section><br /></section><section><span>“我会处处以党员的条件严格要求自己，做一个名副其实的共产党员。”这是王明亮在入党志愿书上写下的誓言。</span></section><section><br /></section><section><span>工作初期，他的成绩可圈可点，曾被评为省级劳动模范、省级优质服务先进个人，曾获得多项州级、县级科技成果奖。</span></section><section><br /></section><section><strong><span>然而，他的人生还有另一面。</span></strong></section><section><br /></section><section><span>为了让医生多使用自己提供的耗材和药品，代理商给一线医生送回扣，曾作为潜规则长期存在。第一次收钱之后，尝到甜头的王明亮开始变得一发不可收拾。</span></section><section><br /></section><section><span>作为院长，无论是在药品、器械采购，还是医院工程建设上，王明亮都有最终决定权。在担任院长期间，王明亮利用职务便利，帮助梁某在勐腊县医院顺利拿到价值2.6亿元的药品供应权，并收受药品好处费1000余万元。</span></section><section><br /></section><section><span>2010年，王明亮以“医院自身发展动力不足”为由，将医院的妇产科、皮肤科、五官科等科室承包给商人王某某，收受好处费200余万元。</span></section><section><br /></section><section><span>2012年，王明亮在刘某某承揽勐腊县医院医技综合楼工程项目上提供帮助，收受好处费20万元。</span></section><section><br /></section><section><span>勐腊县曾是一个国家级贫困县，2018年，全县城镇居民家庭可支配收入不超过2.5万元，而王明亮作为一名年收入近16万元的科级干部，利用职务便利，疯狂敛财18年，收受他人贿赂近2000万元、套取公款230余万元……</span></section><section><br /></section><section><span>王明亮案刷新了西双版纳傣族自治州成立以来查处的贪腐案涉案金额纪录，而在个人生命篇章里，王明亮亲手写下了被世人不齿的一页。</span></section><section><br /></section><section><span><strong>救死扶伤的医院变成他利益交换的生意场</strong></span></section><section><br /></section><section><span>王明亮直到被函询时，仍大言不惭地在函询情况说明中表示：“我通过拒绝收送红包礼金以德树威，担任院长期间不涉足娱乐场所，坚持修身，锻炼身体，养成读书的习惯。”</span></section><section><br /></section><section><span>在纪检监察机关深入调查中，王明亮的伪装被一层层揭开。</span></section><section><br /></section><section><span>任职期间，王明亮完全把组织交给的责任田当作个人的自留地，把县人民医院当作自家后院，把治病救人的场所变成权力寻租、利益交换的生意场。在人前，他披着公立医院院长的外衣，私底下却另辟途径敛财。</span></section><section><br /></section><section><span>2005年，王明亮伙同梁某、刘某某建盖私立医院——勐腊城南医院，3人秘密约定平均占股、收益均摊，然而事实上，王明亮却从未出资。之后3人矛盾重重要散伙退股时，刘某某直接向王明亮支付股金740万元人民币，可谓无本万利。</span></section><section><br /></section><section><span>2011年，王明亮与梁某、何某某合伙出资注册成立了西双版纳凤尾竹木业有限公司，做起红木生意。期间，在不经过县医院集体会议决定的情况下，王明亮以红木会增值为由，擅自从其占股经营的凤尾竹公司为县医院订购90余万元的名贵红木办公桌椅。</span></section><section><br /></section><section><span>王明亮一面以医院经费紧张为由，在医院需购置办公电脑时，决定购置二手电脑，另一面，又安排医院工作人员以高价购买了其女儿开设网吧使用过的15台旧电脑。</span></section><section><br /></section><section><span>上行下效，王明亮所作所为带坏了勐腊县医院的风气，医院领导班子成员不同程度地存在纪律失守的情况，目前均已另案处理。</span></section><section><br /></section><section><span><strong><span>“亲密一家”的利益同盟不堪一击</span></strong></span></section><section><br /></section><section><span>在周围人眼中，王明亮是个善于经营的人。为结成牢固的利益共同体，王明亮与梁某、刘某某、王某某等称兄道弟，互认亲家。梁某亲切地将比自己年纪小的王明亮称为大哥。</span></section><section><br /></section><section><span>然而，曾经沆瀣一气的搭档，在接受调查后，梁某等人不再为其圆谎，将王明亮违纪违法的事实全盘托出。看似亲密一家的关系，最终难掩权钱交易的本质。</span></section><section><br /></section><section><span>王明亮自以为对梁某有很大帮助，就把梁某当成自己的刷卡机，不断以各种理由向梁某索要财物，有时索取未成，还责怪梁某没有良心，不懂得感恩。</span></section><section><br /></section><section><span>“我害怕王明亮取消我的药房托管资格，造成更大的损失，所以只能满足他的要求。”梁某在供述中称，第一次送王明亮的3.8万元，是他多年来唯一一笔心甘情愿所送，其他都是不得已而为之。”</span></section><section><br /></section><section><span>莫伸手，伸手必被捉。2018年11月，王明亮因涉嫌严重违纪违法接受审查调查。2020年4月，西双版纳州中级人民法院一审判处其犯受贿罪、贪污罪、国有事业单位人员滥用职权罪，数罪并罚，执行有期徒刑19年，并处罚金人民币1000万元；违法所得1554.4万元继续追缴，违法所得房产等依法没收。（通讯员 张灿坤 || 责任编辑
