data-style-id="22631"><section><section><p><strong>01</strong></p></section><section><h2><strong>政策下发迎巨大变革</strong></h2></section></section></section><section><br  /></section><p><span>贯彻落实海南自由贸易港建设总体要求，推进乐城先行区高水平开放、高质量发展，坚持规划引领、生态优先、绿色发展理念，实现医疗技术、装备、药品与国际先进水平“三同步”，建设世界一流的国际医疗旅游目的地和医疗科技创新平台，对标国际先进水平，打造法治化、国际化、便利化的营商环境，为海南自由贸易港建设提供可复制可推广的经验。</span></p><p><span><br  /></span></p><p><span><p><img /></p></span></p><p><span><br  /></span></p><p><span>具体改革措施包括国外已上市国内未上市的临床急需特许药械审批时间缩短至3个工作日，海口海关创新实行“先入仓、后检疫”的监管检疫模式，大幅提高药械进口效率。为未在国内上市的国际创新药械提供线上线下展示、发布、培训平台等。</span></p><p><span><br  /></span></p><p><span>此外还包括<span>搭建医疗创新创业平台。</span><span>引入国际创新药械转化平台，系统加速全球创新药械引入、代理、投资、使用、注册等</span>；<span>建立乐城管理局为主，</span><span>多部门协同的联评联审机制，确保项目入园标准不降低、一窗受理、一次性告知、各类许可一次性办理。</span></span></p><p><br  /></p><section data-style-id="22631"><section><section><p><strong>02</strong></p></section><section><h2><strong>博鳌乐城国际医疗旅游先行区</strong></h2></section></section></section><section><br  /></section><section><span>近日海南省频频发布医械新政，内容涉及医疗器械、药品的审批、管理、引入等等各个方面，以大力度的政策改革服务海南博鳌乐城国际医疗旅游先行区的建设。</span></section><section><br  /></section><section><span>海南博鳌乐城国际医疗旅游先行区于2013年2月28日经国务院批准设立，并被赋予九条优惠政策，园区试点发展特许医疗、健康管理、照护康复、医美抗衰等国际医疗旅游相关产业，旨在聚集国际国内高端医疗旅游服务和国际前沿医药科技成果，创建国际化医疗技术服务产业聚集区！被李克强总理誉为“博鳌亚洲论坛第二乐章”。</span></section><section><br  /></section><section type="video/mp4"></source></video></p></section><section><br  /></section><p><span>整个先行区用地建筑规模约 297 万平方米，医疗功能建设面积约 186 万平方米，研发功能建设面积约 65 万平方米，特色康养功能建设面积约 34 万平方米，休闲疗养功能建筑面积约 12 万平方米。实现医疗类总建筑规模 407 万平方米。就业人口将达到 2.85 万人，其中医生 2.55 万、研发人员 0.3万。每年接待 20-30 万人次医疗人次以及 25-40 万陪护旅游人次，核算为当量人口 1.6 万人。先行区总人口达到 4.45 万人。</span></p><p><span><br  /></span></p><p><p><img
