中美“较量”欧洲为何观望

powered-by="gulangu"><p><span>不久前，美国总统特朗普在第75届联大一般性辩论上，毫无根据地猛批中国环保问题。而中国领导人则明确指出，应对气候变化《巴黎协定》代表了全球绿色低碳转型的大方向，中国将采取更加有力的政策和措施，二氧化碳排放力争于2030年前达到峰值，努力争取2060年前实现碳中和。</span></p></section></section></section></section></section><section powered-by="gulangu"><p><span>此前悍然退出《巴黎协定》的特朗普显然不可信，让人怀疑他的相关演讲内容更多是为了争取国内选民支持。而在欧洲一些政要和媒体盛赞中国减排目标的同时，也有一些媒体没有错过这个热点，对此番中美“较量”进行了密集报道，而且多以“中美互怼”“中美新冷战”等为题。一反常态的是，向来在环保上高调的欧洲媒体此次却罕见地没借题发挥，刻意回避批评中美任何一方，或者是倾向于哪一方。<br  /></span></p><p><br  /></p><p><span>毫无疑问，欧洲对环保问题的重视确实是真实的。一方面，全球气候变暖直接关乎欧洲的生存安全。如果无力阻止北极气温继续升高和海平面升高，不仅将淹没大西洋沿岸欧洲的大量土地，还会导致冬季暴风雪成灾、夏季高温不退并加剧暴雨、飓风、洪水泛滥等极端现象。另一方面，绿色环保也关系到欧洲的核心竞争力。在经济全球化的大潮下，处于后工业化时代的欧洲制造业大量外移。而同时在新兴数字技术领域，欧洲却又明显落后。相比而言，欧洲在环保方面却走在了世界的前列，专注绿色产业，不仅可给疫情后急需经济重启的欧洲带来增长动力，也可通过新能源开发利用强化自身能源安全，更可主导规则制定获得软性权力，可谓“一石多鸟”。<br  /></span></p><p><br  /></p><p><span>因此，欧洲此番在环保问题上没有“大做文章”，更多是想“坐山观虎斗”，不想过多地掺和到中美对峙中。<br  /></span></p><p><br  /></p><p><span>首先，欧洲在环保问题上对中美都有“不满意”之处。欧洲虽然一直认可中国的减排努力，但总认为做得还不够，希望能给中国施加更多一点的压力。同样，美国单是退出《巴黎协定》就让欧洲大为恼火，更别提特朗普此前对欧洲的攻击和轻视。<br  /></span></p><p><br  /></p><p><span>其次，欧洲也不愿在中美之间选边站。欧洲媒体曾提出这样的说法，即特朗普政府毫无战略可言，更像是玩“打地鼠”，谁冒头就打谁。对于特朗普，欧洲人可谓是既有些恨又有些怕，所以不想去触他的霉头，省得被一锤子打在头上，不如等拜登上台再重塑跨大西洋关系。<br  /></span></p><p><br  /></p><p><span>其实，无论是切实减少温室气体排放，还是发展绿色环保产业，欧洲都离不开中国的合作，尤其是中国巨大的市场潜力就摆在那里。所以，过多地在环保问题上抨击中国，除了破坏中欧良好的绿色合作之外，似乎并没有什么用处。更何况，中国不可能完全不顾国情作出不切实际的承诺，因为没有发展的环保根本就是不可持续的。<br  /></span></p><p><br  /></p><p><span>对于政治已经明显极化且保守之风盛行的美国来说，无论谁上台好像都不会让美国如以前那样对世界承担起领导责任。而如此自利的美国，会关心欧洲的想法并和欧洲一道去推动环保大计吗？答案似乎是否定的。因此，如果欧洲不能为维护自身利益切实发声并采取行动，仅仅在一边“躲风头”，那所谓的战略自主就只能是一句空谈。</span></p></section><p><br  /></p></section></section></section></section></section></section></section></section></section></section></section></section></section><section><section
